Fraternal Organization National Convention Badge

This is a fraternal organization national convention badge from the state of California. I believe that this may be a Mason's Lodge as far as the 118 is concerned, but I can find no information or images that match this badge. This badge consists of a header, ribbon and medallion. The header has a nice mustard yellow patina and is back marked SHREVE & CO. The ribbon is gold and still has a nice appearance. There is no lettering on the ribbon, unlike GAR badges and ribbons. The ribbon is as strong as the day it was made, no rips, tears or frays. The medallion itself is back marked SHREV & CO/SAN FRANCISCO. On the face it has a bear walking on all fours, a mining scene for the 1849 gold rush, an American flag, crossed muskets over stacked cannon balls and a military type shield with the number 118 in the center. The word NATIONAL is in an arc above the muskets. The enamel paint on the badge is flawless. If anyone out here recognizes this one please give me a call or email me with the information.
