Early 1900's General Staff Officer's Button

This is a General Staff Officer's coat button from the early 1900's The button is two piece in design, but has no shank. It appears this one could have been retained by rings or clips instead of being sewn onto the jacket. It has no back mark. The eagle is facing to the right on this domed button. In it's right talon it clutches three arrows. The left talon clutches a laurel branch. The shield in the center of the eagle has 9 stars. I have as yet been unable to identify a specific maker or date for this particular one.
