Early 1900's US Navy Button

This is a United States Navy coat button from the early 1900's. The button is two piece in design, but has no shank. It appears this one could have been retained by rings or clips instead of being sewn onto the jacket. It has no back mark. The eagle is facing to the left on this domed button. It is perched on a horizontal anchor, with the upper fluke of the anchor in front of the eagle's wing. There are 13 stars inside a rope border, with the rope passing through the eyelet of the anchor. There are three cannon balls beneath the eagle. I have as yet been unable to identify a specific maker or date for this particular one.
