Proposed Bill to the Confederate House of Representatives

This is a bill proposed to the Confederate House of Representatives dated 30 January, 1865. The document measures approximately 5 1/2" wide and 8 1/2" tall. The bill remains in very good condition. The proposed bill, Number 362, was written by Charles W. Russell, a member of the Confederate House of Representatives from the state of Virginia. It is entitled "An Act to provide means to carry on the war." The seven page document is marked [SECRET] at the top of the first page and has a hand written 31 in the upper right corner. This bill intended to use money generated through taxes to finance the war effort. It goes in detail, citing over 150 specific instances that called for new taxes or increasing the taxable amount on existing taxes. Copies of this bill, like this one, were distributed to members of the house for their review. If you collect Confederate documents, especially government documents, this one needs to be in your collection.
